How Can Value-added Measures Be Used for Teacher Improvement?
نویسنده
چکیده
HIGHLIGHTS • Value-added measures are not a good source of information for helping teachers improve because they provide little information on effective and actionable practices. • School, district, and state leaders may be able to improve teaching by using value-added to shape decisions about programs, human resources, and incentives. • Value-added measures of improvement are more precise measures for groups of teachers than they are for individual teachers, thus they may provide useful information on improvement associated with practices, programs or schools. • Many incentive programs for staff performance that are based on student performance have not shown benefits. Research points to the difficulty of designing these programs well and maintaining them politically. • Value-added measures for selecting and improving programs, for informing human resource decisions, and for incentives are likely to be more useful when they are combined with other measures. • We still have only a limited understanding of how best to use value-added measures in combination with other measures as tools for improvement.

Would Accountability Based on Teacher Value-added Be Smart Policy? an Examination of the Statistical Properties and Policy Alternatives
Abstract: With annual standardized student testing, it now may be feasible to measure the contributions to student achievement made by individual teachers. But will these “teacher valueadded” measures help to improve student achievement and learning? I address this question through a “policy validity” framework” that includes three factors: (a) statistical validity, i.e., how well teacher value...
متن کاملWill Courts Shape Value-Added Methods for Teacher Evaluation?
As more states begin to adopt teacher evaluation systems based on value-added measures, legal challenges have been filed both seeing to limit the use of value-added measures (Cook v. Stewart) and others seeking to require more robust evaluation systems (Vergara v. California). This study reviews existing teacher evaluation systems and examines validity evidence supporting the use value-added sc...

Monitoring workers in the public sector services presents distinctive challenges because output is multidimensional and preferences for each dimension vary across clients, but for legal and political reasons performance measures often have to be standardized and cannot be based on market prices. We show that this creates three types of bias and identify these biases by applying “value-added” pa...
متن کاملShould Value-Added Models Control for Student Absences?
Should Value-Added Models Control for Student Absences?* Whether or not value-added models should control for contemporaneous student absences is theoretically ambiguous, as such absences are only partly outside of teachers’ control. Teachers often feel strongly that value-added models should account for student attendance, and many districts’ value-added models condition on lagged student abse...

Suppose you and I teach fifth grade—as I did many years ago—but we teach in very different settings. Our students are different: perhaps yours enter fifth grade with lower levels of achievement, or you have more students with limited proficiency in English. Their previous teachers were not similar: perhaps those who taught my students were more skilled. On average, my students have more highly ...
